Fiscal Sponsorships are neither a required or mandatory relationship for any entity or program pursuing tax exempt status. Fiscal Sponsorships, by design, are supposed to be partnership between an entity who holds legal tax exempt status as granted by the Internal Revenue Service (IRS) and another entity or the program of another entity who has no such status. The nature of Fiscal Sponsorship in terms of how it is setup, what it’s policies and procedures are, what services are offered, what fees, restrictions, limitations, privileges are applied, and any other aspect of a Fiscal Sponsors program exist solely at the discretion of the Sponsoring organization.
Fiscal Sponsors “are required by US law” to assess what is called “Administrative “ADMIN” Fees” on ALL monetary contributions an Awardee receives, this applies to Grants, financial donations, revenue from fundraising campaigns and monies raised thru Internet/web-based Donation as well. The Primary use of Admin Fees includes meeting legal, liability, financial, compliance, and other fiduciary requirements as materialized as a result of serving as a Fiscally Sponsoring entity.
How Admin Fee’s are assessed, what rate(s) are set, how they are applied, and how those rates/fees are administered, modified, and maintained occur at the “sole” discretion of each individual Fiscal Sponsor.
Categories & Application Fees
The Foundation assess a nominal Fiscal Sponsorship Application Fee for its Fiscal Sponsorship Program which is TLLF’s Fiscal Sponsorship Program is tiered into four (4) Categories. The Fiscal Sponsorship Application Fee is based upon the Assistance Category selected from the Fiscal Sponsorship Application. The Application Fee is non-refundable and necessary to off set the cost of vetting and other up-front processing expenses. The Foundation’s Fiscal Sponsorship Categories & Schedule of Application Fees has been updated and stand as follows:
• Category 1: Applicants Pursuing Tax Exempt Status But Not Ready to File, $450
• Category 2: Applicants Ready to File for But Requiring Additional Application or Compliance Assistance, $350
• Category 3: Applicants Needing Operational or Program Management assistance, filing status not a factor $300
• Category 4: Applicants Needing Only Grant/Donation Processing Services, status not a factor $250
Program Registration and Fee
The Fiscal Sponsorship Program Registration includes a Program Registration Fee. As with the Application Process, The Fiscal Sponsorship Program Registration Fee is required to off set initial set up costs that exist regardless of the uniqueness of each Awardee Program. It covers legal, compliance, banking, and other financial and due diligence obligations we incur on the Awardees behalf, including compliance accounts we are required by law to establish and maintain on our Awardees behalf. The Registration Fee is a one-time only fee of $500 for Category’s 1-3, and $250 for Fiscal Sponsorship Category 4.
Fiscal Sponsorship Program Management Fees. Program Management Fees are Fees for services on-demand. These services are requested and delivered in real-time after the Awardees Program has commenced. Program Management Fees are assessed based upon the scope of requirement, or to incorporate/develop additional products and services.
The Learners Lab Foundation only applies fees when required, and works to keep the costs of any operations or program management services to a minimum. If that means we provide as much as is possible internally to keep Awardee costs low then so be it. Where services can be delivered complimentary, The Foundation will also wave costs — that is resource depended and not guaranteed. Entities registering as Fiscal Sponsorship Support Partners do so having agreed to donate and discount their products and services, lowering business services for Awardee & Technical Assistance Service Center (TASC) clients even further.
We understanding that things happen and circumstances change. Should a change in your circumstance occur as your program on-boarding begins, “as a courtesy, The Foundation allow a 5-days grace period from the date the Program Registration and Right-to-Represent Agreements have been signed, which includes 5-day grace period from the date the Program Registration Fee is paid, to withdraw from the program and receive a refund of their Program Registration Fee. A $100 Cancellation Fee” will be withheld from all Program Registration Fee Refunds.
Please be Advised, that The Foundation is under no obligation to make any refunds given the upfront costs expended by partners for their internal/external support alongside our own expenditures. The Foundation reserves the right to modify or rescind this and any or all of its Refund Policies as it deems appropriate to do.
